William Harper is a Chartered Accountant, and has served as the Chief Financial Officer of the Institute of Chartered Accountants of Ontario. He has been involved in financial control design and implementation in a variety of advisory, operational and oversight capacities for some 30 years. His work in this area was recently described as 'brilliant'.
